Except necklacing is when the tire goes around your NECK and it doesn't occur in broad daylight at a pedestrian crossing when civilians are just strolling past. The guy's wasted!
This is in poor taste even if the offense given is inadvertent. The picture very closely resembles the necklacing method commonly used in mob justice in the townships of South Africa in the 80's. There has been a strong resurgence of use by vigilantes for killing criminals and foreigners in the last year. The tyre is forced down over the victims arms and torso; he is then doused in petrol (gasoline the Americans will call it) and set alight. Escape is nearly impossible. Please take this down!
